I. Purpose of Solicitation
Community Connections for Youth (CCFY) invites qualified consultants, consulting firms, and organizations to submit bids to provide implementation support for the Uptown Transformative Youth Justice Hub, funded by the New York State Division of Criminal Justice Services. The selected consultant will support CCFY in strengthening program implementation, coordinating stakeholders, supporting continuous quality improvement, and advancing the goals and outcomes of the Transformative Youth Justice Hub.
CCFY seeks a consultant with demonstrated expertise in youth justice reform, community-based alternatives to incarceration, community-system partnerships, youth and family leadership, and implementation support. Minority and Women-Owned Businesses Entities (MWBE) are encouraged to apply.
II. Background
Community Connections for Youth is dedicated to transforming the youth justice system by advancing community-based alternatives, strengthening youth-serving systems, and supporting approaches that promote healing, accountability, and positive youth development.
Through the Uptown Transformative Youth Justice Hub initiative, CCFY will implement a comprehensive model designed to reduce youth justice involvement, expand access to supportive services, and strengthen collaboration among community organizations, youth, families, and system partners.
The Uptown Transformative Youth Justice Hub will work to reduce overreliance on the juvenile justice system by mobilizing directly affected community stakeholders around a strategy to elevate the essential elements of an alternative to incarceration approach that includes community re-investment, Credible Messenger mentoring, family engagement and youth leadership. The Hub will bring directly impacted community members, including young people and families, together with juvenile justice system stakeholders to develop alternatives to deeper justice system involvement.

Proposals should demonstrate an understanding and alignment with CCFY’s proposal to implement the Uptown Transformative Youth Justice Hub.
III. Scope of Services
The selected consultant will provide implementation support, which may include:
Supporting project planning, implementation, and milestone tracking;
Facilitating coordination among CCFY, community partners, and stakeholders;
Facilitating a community-system roundtable bringing together directly impacted youth, families and community members with juvenile justice personnel
Preparing youth and family members to serve as ambassadors for the Hub
Advocating for CCFY’s alternative to incarceration approach
Developing implementation tools, workflows, and documentation;
Supporting data collection, performance monitoring, and continuous quality improvement;
Providing technical assistance to staff and partners;
Identifying implementation challenges and recommending solutions;
Supporting reporting requirements and funder deliverables.
IV. Minimum Qualifications
Respondents should demonstrate:
Experience supporting youth justice, juvenile justice reform, alternatives to incarceration, or related community-based initiatives;
Experience providing implementation support, technical assistance, or organizational consulting;
Knowledge of New York State youth justice systems and community-based approaches;
Ability to work collaboratively with youth, families, credible messengers, grassroots CBOs, and system stakeholders;
Cultural competence to work in a grassroots context in the South Bronx and Harlem with youth, families and community members in directly impacted Black and Latino communities
Strong written communication, facilitation, and project management skills.
V. Submission Requirements
Responses must include:
Organization/Consultant name and contact information;
Provide the consultant name and contact information including website, e-mail and phone number.
Description of relevant experience and qualifications;
Describe your relevant experience as it relates to the goals of the Uptown Transformative Youth Justice Hub. Describe past experience facilitating community-system partnerships, preparing youth and family members for leadership, and advocacy for the grassroots alternative to incarceration approach that CCFY seeks to elevate.
Proposed approach and methodology;
Describe your approach to supporting the implementation of the Uptown Transformative Youth Justice Hub. Please include specific strategies for the facilitation of a community-system roundtable, preparation of youth and family members to serve as ambassadors for the Hub, and advocacy for the alternative to incarceration approach CCFY seeks to elevate.
Staffing plan and qualifications of assigned personnel;
Identify the personnel who will be assigned to this project and a brief description of their qualifications to serve as a consultant on this project. Demonstrate that personnel have the cultural competence to work with directly impacted Black and Latino communities in the South Bronx and Harlem.
Proposed budget and cost breakdown;
Propose a budget and cost breakdown. The total award amount requested should range from $146,250 to $200,000. The hourly rate should range between $150 and $200 per hour.
VI. Evaluation Criteria
Responses will be evaluated based on the consultant’s proposed approach on a 25-point scale that will be scored as follows:
Relevant experience and qualifications (5 points maximum)
Understanding of youth justice and project goals (5 points maximum)
Proposed approach (5 points maximum)
Cost reasonableness and value (5 points maximum)
References and past performance (5 points maximum)
The highest scoring applicants will be invited to interview with CCFY during the week of August 24th through August 28th. Interviews will be conducted via Zoom. The interview portion of the application will be scored according to the following criteria:
Knowledge of project and proposed approach (5 points maximum)
Cultural competence (5 points maximum)
Consultant fit with CCFY (5 points maximum)
CCFY reserves the right to request clarification, negotiate with selected respondents, reject any or all bids, and make an award based on the best value to the organization.
VII. Submission Instructions
Responses must be submitted through the designated Google Form submission portal by 11:59 PM on Friday, August 14th.
